Water managers told: Plan now for crisis

The SF bay and Delta will be confronted with insurmountable water levels and
water shortages.
This year their is also and enormous state budget short fall which they want
to address by an 'across the board budget cut' or so i have read. And of
course no tax increases where proposed.
So with the looming national recession and the stats on job losses projected
it is going tobe a difficult road ahead.
